Optimizing the business environment is an important measure for the government to promote development, and a good business environment can provide a continuous source of power for economic development. In order to thoroughly implement the spirit of the meeting of the leading group to continuously optimize the business environment and promote the transformation of government functions, the Civil Affairs Bureau has formulated two "top-ranking business environment projects". Since the beginning of the work, the city’s civil affairs system has persisted in reform and innovation, courageously acted, improved its service capacity, and made positive civil affairs contributions in optimizing the business environment. Let me briefly introduce the work of the two projects.
First, establish a special service system to help employees in difficulty in enterprises. Based on serving enterprises and aiming at helping enterprise employees, we make full use of intelligence and big data to build a special platform for enterprise employees’ assistance in the social assistance system, actively help enterprises to stabilize their posts and solve problems, help improve their operational ability and anti-risk ability, and get through the "last mile" of service enterprises. By the end of 2022, the number of employees assisted by enterprises will increase by 15% on the basis of 270,000 in 2021, and the distribution of assistance funds will increase by 15%. Next, we will continue to improve the service system from three aspects. The first is to build a special rescue system for enterprises. Set up a special database for employee assistance, optimize and upgrade the "German Assistance" mobile phone WeChat applet, set up a team of enterprise assistants, and form a closed-loop work of helping people in need, reporting ways and providing assistance platforms. The second is to build a new pattern of comprehensive rescue linkage. Vigorously implement special assistance, and at the same time give full play to the role of the "three funds" in helping employees in difficulties in enterprises and improve the level of assistance. The third is to give full play to the role of the big rescue platform in guiding and promoting labor posts. Through the establishment of employment workshops and enterprise shuttle buses, we will provide jobs for the needy people, and at the same time provide labor resources for labor-intensive enterprises to alleviate the difficulty of employment.
Second, focus on consolidating the foundation stone for the accelerated development of the aged care service industry. In order to make up for the shortcomings of the city’s single home care service content and small single area of community care service facilities, we have carried out a special campaign to check and rectify community care service facilities in the city. Formulate an implementation plan, check the supporting conditions of community pension service facilities, find out the base and establish a ledger. Set up a special group for the aged care service, firmly establish the idea of "playing a game of chess", unite the work force, and strengthen supervision and inspection. At present, the compliance rate of old residential areas and new residential areas’ old-age service facilities has reached 100%. At the same time, comprehensively improve the service level for the aged. This year, 1,606 nursing beds were added, and 262 rural happy homes were planned to build "warm-hearted canteens". The construction of "bright kitchens and bright stoves" and video surveillance systems in the canteens of old-age care institutions in the city was fully deployed, and the task was completed by the end of June. In the next step, we will further integrate the resources of community old-age service facilities, improve the allocation rate of old-age service facilities, cultivate and introduce professional old-age enterprises to invest and operate, achieve a 100% compliance rate, and provide all-round support for the development of enterprises, so that retired employees of enterprises and other elderly people can fully enjoy caring services such as helping meals, cleaning, walking and bathing. At the same time, with the support of informationization and digitalization, starting with "monitoring, service, management and supervision", we will establish a new digital pension mechanism and build a digital pension service brand in Dezhou.

First, strive for advanced projects: build a service cloud platform for science and technology enterprises and build a precise service system for enterprises.
Based on the advanced practices of "internet plus Science and Technology Service" in Tianjin, Hefei, Qingdao and other cities, the project establishes a comprehensive service platform integrating the functions of self-evaluation of enterprise innovation ability, accurate push of science and technology policy, sharing of scientific research equipment, online docking of science and technology service institutions, etc. by building a cloud platform for science and technology enterprise service, and using big data technology, it provides accurate services for enterprises to carry out scientific and technological innovation activities, declare national small and medium-sized science and technology enterprises and grasp the dynamics of science and technology policy in time.
Main objectives: By building a service cloud platform for science and technology enterprises, establishing a system for cultivating science and technology enterprises, providing accurate, efficient and convenient services for more than 1,100 science and technology enterprises in the city to apply for national science and technology small and medium-sized enterprises, high-tech enterprises and innovation vouchers, making our city’s science and technology service level enter the forefront of the province, and ensuring that the number of national science and technology small and medium-sized enterprises will reach more than 1,000 and the number of high-tech enterprises will reach more than 800 in 2024.
The main contents are as follows: First, the information database of science and technology enterprises is established by using big data technology, which provides strategic guidance and decision analysis for enterprise innovation cultivation from macro and micro perspectives. Second, through the real-time updated enterprise data information, dynamically analyze the indicators such as intellectual property rights and the ability to transform scientific and technological achievements, and establish a science-based SME incubator and a high-tech enterprise incubator for various enterprises in the region according to regions and industries. The third is to establish a science and technology policy information base, update the national, provincial and municipal science and technology policies in real time, and push them timely and accurately according to the needs of enterprises. The fourth is to establish a self-evaluation module for high-tech enterprises, support enterprises to carry out online diagnosis, issue diagnosis reports, and provide integrated solutions for enterprises.

In view of the problem that the current market participants are not timely and accurate in obtaining scientific and technological information, a scientific and technological information support system integrating the functions of scientific and technological information demand consultation, accurate scientific and technological information inquiry and online docking of market participants is established by using technologies such as big data and blockchain, so as to provide "one-stop" services for scientific and technological information of market participants.
Project objective: Integrate global product sample data resources, use big data, blockchain and other technologies to build a scientific and technological information support system, provide timely and accurate original documents of periodicals, intellectual property rights, academic papers and other documents for market participants’ technological innovation, help market participants to obtain scientific and technological information without barriers, and improve the level and quality of scientific and technological innovation.
Project contents: First, integrate scientific and technological resources, enhance innovation ability, set up a scientific and technological information demand consulting database, integrate various scientific and technological information data resources, and establish a scientific and technological information support system. According to the work arrangements of the municipal party committee and the municipal government, our bureau has determined two "top-ranking business environment projects", namely, speeding up the collection and sharing of electronic license data, promoting the "license-free" service and building an integrated platform to solve people’s demands through one network. Let me introduce the relevant situations of the two projects below.
First, accelerate the collection and sharing of electronic license data, and promote the "certificate-free" service.
In order to facilitate the work of enterprises and the masses, improve the service quality and optimize the business environment, according to the deployment requirements of the Implementation Plan for Building a City without Certificates in Dezhou issued by the municipal party committee and government, and in accordance with the principle of "gathering as much as possible", we will accelerate the data gathering of electronic licenses and complete the simultaneous issuance of 70 types of electronic licenses. In the process of serving enterprises and the masses, information that can be obtained through electronic licenses and data sharing is no longer required to provide corresponding materials, and electronic licenses are provided to support enterprises and the masses, making them more efficient and convenient. At present, together with the Municipal Administrative Examination and Approval Service Bureau and the Municipal Bureau of Justice, the List of the First Batch of Certification Items Exempted from Submission in Dezhou City has been formulated and officially released, involving 28 municipal departments (units), and the first batch of 592 items and 864 certification materials have been exempted from submission. The same matters shall be handled in counties and urban areas, and shall be implemented together.
In the next step, in order to further promote "reducing licenses for the convenience of the people" and "exempting licenses for the benefit of the people", we will further deepen the creation of uncertified cities and focus on the following work. The first is the collection of electronic license data and the electronization of historical licenses. In accordance with the principle of "all collections should be made", accelerate the convergence of electronic certificates and the progress of electronization of historical certificates; The second is to complete the electronic signature or digital signature of the stock electronic license data. The electronic license data that has been collected in the electronic license database must be stamped with the electronic seal or digital signature that has been filed in the provincial electronic seal database, which is consistent with the stamping of the paper license; The third is to complete the data interface test of provincial electronic licenses. According to the electronic license issuing list of provincial departments, the provincial data interface is tested to ensure that the provincial data interface can be used easily. According to the goal of "unified management through one network, one operation to the end" proposed by the municipal party committee and municipal government, the Municipal Big Data Bureau has designed and developed five functional modules: data aggregation, closed-loop management, supervision, analysis, judgment and information inquiry. The integrated platform brings together 12,345 citizen hotlines, letters and visits, comprehensive management and other channels for people’s appeals on the government departments’ side and the Internet’s side, and realizes the "one-network unified management" of channel linking, information sharing and data integration. The platform has improved the closed-loop implementation mechanism in 12 aspects, such as one-stop acceptance, first-receiving responsibility, whistle reporting, mass evaluation, score assessment, regular notification and accountability, and played a role in the overall coordination and promotion of joint meetings. At present, the platform has been put into trial operation, integrating four types of channels in counties, cities and municipal departments, and opening 110 accounts.
The integrated platform classifies the data according to the characteristics of region, industry and nature, and analyzes the high-frequency hot words, appeal keywords, event ranking and other indicators of the analysis and judgment function to improve the early warning and forecasting ability; By checking and eliminating duplicates, focusing on multiple complaints and repeated complaints, we can improve the timeliness of handling and save administrative resources; Through the length of each channel, the lighting reminder function is set up, which improves the efficiency of the department and narrows the distance between the party Committee and the government and the masses.

The main body for the pre-registration and transfer registration of new commercial housing is the developer, and the materials for handling are mainly provided directly by the developer and the masses. In the early stage, although the real estate registration has been shared with the departments of housing management, public security, civil affairs, health care, market supervision, editing, justice, courts, big data, taxation, state-owned assets supervision and administration commission, and electronic licenses of health care, civil affairs, market supervision, public security and other departments have also been obtained, the shared data is only used for inspection and cannot replace paper materials.
In order to optimize the advance notice registration and transfer registration of newly-built commercial housing, reduce the application paper materials and reduce the processing cost, the Municipal Bureau of Natural Resources innovatively launched the embedded application development of shared data. Real estate registration agencies obtain housing filing contract information of housing management department when registering real estate, and return the processing status to housing management department to update the filing contract information in real time to ensure the current situation and consistency of data; The second is to upgrade the registration system. According to the information provided by contract filing, upgrade the platform of real estate "One Network Office" and registration system, so that it can automatically call the contract filing information, use shared data to replace paper materials, conduct automatic data comparison and verification, and carry out intelligent auxiliary examination and approval.
Time schedule: the interconnection of real estate registration data and housing management filing information will be completed by the end of June; At the end of August, the upgrading of the real estate registration system was completed, and data embedding application and data verification were realized.

First, the construction of "Dezhou dust pollution prevention and control supervision service system"
(1) Construction content and characteristics. Adhere to the guidance of problems, objectives, tasks and needs, and focus on "six ones", namely, a set of databases, a set of video systems, a set of AI algorithm underlying engines, a set of assessment standards, a set of business systems and a set of mobile clients, and strive to create a new system of "smart supervision and thoughtful service" to achieve full coverage of key links in dust control.
The supervision service system integrates online monitoring of dust, construction machinery and vehicles, video monitoring and other data of ecological environment, housing construction, urban management, administrative examination and approval departments to realize the aggregation of massive data resources. By using big data analysis and other technical means, problems such as dust suppression, road dust, and material yard dust in construction sites, commercial and mixed enterprises, and municipal projects are automatically identified, automatically retained, and automatically warned, and the process of problem discovery, assignment, rectification, tracking, and number cancellation is optimized to realize intelligent data analysis, accurate problem positioning, and closed-loop task disposal.

Third, with the compulsory cleaner production audit as the starting point, through the comprehensive analysis of raw and auxiliary materials, technology and equipment of the enterprise, the technical management measures of energy saving, consumption reduction, pollution reduction and efficiency improvement are implemented in a targeted manner to improve the cleaner production level of the enterprise in terms of resource and energy consumption, waste generation and pollutant discharge.
