After opening an account, learners can convert all kinds of learning achievements into "credits" and deposit them in the "personal account" of the bank, so as to build an overpass for talent growth for the identification, accumulation and conversion of seniority achievements and the exchange of new achievements, innovate learning methods and achievements evaluation, improve their ability and quality, and promote the construction of a lifelong learning education system serving the whole people.
It is reported that the credit bank is led by the Education Department of Heilongjiang Province and operated by the Open University of Heilongjiang Province. It is a provincial credit bank for all members of society in Heilongjiang Province and serves lifelong learning. Construction began in 2018, and it was put into trial operation in March this year. Recently, the synchronous operation of the platform PC, mobile and entity center self-service machines has been realized. Credit banks can provide free registration, identification, storage, accumulation, conversion and exchange of individual and batch learning achievements for registered learners, social organizations and educational (training) institutions, establish lifelong learning files, record learning information and query learning reputation, and provide relevant certificates of learning achievements. The first phase of the construction of the public service platform for credit banks includes two parts: the online public service platform for credit banks and the entity operation service center for credit banks.
The center includes nine major areas, including self-service area of credit bank, service experience area of credit bank resource supermarket, big data analysis area of credit bank, prospect area of credit bank’s lifelong overpass plan, and operation and maintenance center of credit bank. The self-service machine can summarize the stored learning achievements of users and issue a report.
