　　The Paper reporter visited renhuai city, the birthplace of Moutai, which is known as "the wine capital of China".

　　The Paper visited and found that from Renhuai downtown to Maotai Town, a complete industrial chain from counterfeiting to packaging was formed. A large number of "Maotai" packages suspected of infringement or counterfeiting are sold in an open and semi-open way. Here, a bottle of Feitian Maotai, with a market price of about 1,800 yuan, can be bought if it is not counterfeit in 200 yuan.

　　During the visit, due to the hot business during the Spring Festival, some fake merchants said that many fake packages were "sold out". Some vendors know that selling fake goods is illegal, but driven by interests, many people still take risks.

　　In July 2004, renhuai city was recognized as "China Wine Capital". As of September 2017, the number of liquor enterprises in this city reached 2,811. 　　Thousands of wineries are scattered in renhuai city, making it seven or eight kilometers away from the city, and you can smell a smell of wine.

　　Among these thousands of wine enterprises, renhuai city, a well-known wine brand, doesn’t own much. According to renhuai city government website, as of September 2017, the city has 7 well-known liquor trademarks in China and 117 famous provincial trademarks. 　　According to the merchant, the counterfeit Feitian Maotai they sell is divided into the old models in 2013 and the new models with chips in 2016 and 2017, which are more expensive than the old models in 50 yuan. However, when the reporter proposed a face-to-face transaction in Renhuai, the other party refused, saying that "this is not to meet" and "this wine is not for sale". The other party asked to send him money through WeChat, and then the fake wine will be mailed to the designated place as required.

　　For the counterfeit Feitian Maotai packaging, the merchant said that these counterfeit packaging from wine boxes to wine labels, identification chips are all the same as genuine products. "The packaging is real. You can sell this wine at the market price." After talking about the price, The Paper and the merchant agreed to deal face to face at noon the next day.

　　The next day, at the appointed time and place, the fake merchant came by a local yellow taxi. However, when The Paper reporter and the merchant opened the box for inspection, the merchant suddenly said that he wanted to change trading places. Subsequently, a black JEEP Grand Cherokee "staked" the taxi and quickly left the downtown area. In the sparsely populated second trading places, The Paper reporters completed the transaction with the fake merchants.

　　From the packaging point of view, there is almost no difference between the fake Feitian Moutai sold by fake merchants to The Paper reporters and the genuine ones, and boxes, wine glasses, anti-counterfeiting labels and even anti-counterfeiting detectors are all available. 　　Talking about the fake "Maotai" liquor business, the merchant bluntly said that because the liquor produced in this area, like Moutai, is a maotai-flavor liquor fermented with sorghum, as long as the vintage of the wine is close, people who don’t drink Maotai often can’t taste the difference at all.

　　In addition, buying and selling fake Moutai in Maotai Town is a big business. Many businesses are reluctant to do small business. "You want it in large quantities, and it is enough for him to do it once."

　　There are dozens of shops selling wine packaging on both sides of Xingsheng Road in renhuai city, from wine boxes, wine labels, wine glasses to bottle caps, all of which are available here. Almost every packaging shop has packages printed with the words "Liquor for Maotai" and "Liquor for Maotai" on the exhibition cabinets. Many of the "MOUTAI for Internal Use" liquor packages are printed with all the logos and names of Kweichow Moutai Group such as "Kweichow Moutai Co., Ltd." and "Moutai".

The merchant said that due to the hot Spring Festival trading, many counterfeit Maotai packages were "sold out of stock" and they needed to transfer goods from outside Area 3. Another packaging shop nearby also said that some counterfeit packages were out of stock and had to be purchased from other places if necessary.

　　These counterfeit "Feitian Maotai" packages include bottles, ribbons, wine boxes, logos, anti-counterfeiting codes, and even outer packaging carton cable ties, anti-counterfeiting chips and anti-counterfeiting detectors. Every accessory is copied according to the genuine product. There is a number "2" at the right end of genuine wine neck ribbon, and there is also a number "2" at the right end of counterfeit ribbon. The color change and anti-counterfeiting of genuine Moutai caps are also available for counterfeit Maotai.

　　First, he rinsed the white porcelain bottle with fake Moutai in half a bucket of hot water, then poured the bulk liquor into the bottle with a funnel and a measuring spoon with a weight of just one catty, pressed the first bottle cap by hand, and sealed the link between the plastic bottle cap and the bottle with a hand-operated wine cap packer. Then use 502 universal glue to stick the anti-counterfeiting chip on the bottle cap. The anti-counterfeiting chip is divided into front and back, and the packer said that the "black spot" side must face up, otherwise the information cannot be scanned. After that, apply a layer of glue on the anti-counterfeiting chip, and then tie the wine neck ribbon on the wine cover. The method of tying the wine neck ribbon is very particular, compared with the authentic Maotai.

　　After the caps, ribbons and bottles were put out, the packer found a hot hair dryer to heat the caps and bottles. So that the bottle cap is completely sleeved on the bottle body. Then the Maotai trademark and anti-counterfeiting label are affixed. Finally, the packaged counterfeit Moutai is put into a wine box and put into a box of 6 bottles of Moutai, and the production label is affixed. Its paste position is also compared with the position of the genuine Maotai carton. Finally, in order to avoid suspicion, the packer also found a carton of other brands of wine that was a little bigger than the fake Maotai carton.

　　It took the packer less than 20 minutes to pack 2 boxes of 12 bottles of fake Maotai. The packer said that the way he packed fake Maotai was the same as that of genuine Maotai.

　　Merchants in Xingsheng Road said that counterfeit Maotai shipped from Renhuai would be packed in cartons of other brands of wine. In this way, express delivery will not be investigated. Even if it is unlucky to spot-check that it is a fake Maotai, as long as it is not in large quantities, the courier company will only confiscate it and will not pursue it. The Paper reporter statistics, from the purchase of loose wine, fake packaging to packaging, a bottle of fake flying Maotai as long as 183 yuan.

　　As for the origin of these fake Maotai packages, merchants along Xingsheng Road introduced that some of them were local products, but the anti-counterfeiting labels and stickers were imported from foreign printing plants.

　　A merchant in Maotai Town told The Paper that selling fake Maotai now "made a lot of money, but also got caught". This is indeed the case.

　　On December 16th, last year, the Ministry of Public Security deployed a two-month "Spring Thunder Action" to severely crack down and centrally rectify the persistent regional fraud. According to a report by Litchi.com in December 2017, in the "Spring Thunder Action" launched by the Ministry of Public Security, the police in Suining, Xuzhou, Jiangsu Province cracked a case of maotai liquor fraud and seized more than 200 boxes of fake wine, involving several million yuan. After investigation, the suspect was a fake "Feitian Maotai" purchased from Guiyang.

　　According to the 2017 Legal Daily, in 2016, the police in Longhui County, Hunan Province smashed a den selling counterfeit Maotai liquor in Huairen City, Guizhou Province, and seized nearly 2,000 bottles of counterfeit Maotai liquor, involving tens of millions of yuan. Dozens of people, including the Wang brothers, the leader of criminal gangs, were arrested by the police.

　　According to the criminal suspect Wang, the production of fake wine in Renhuai, Guizhou has formed a huge and complete industrial chain. Therefore, he found business opportunities and recruited 11 salespeople to sell fake wine to all parts of the country through online platforms and WeChat. From 2014 to 2016, it was investigated and dealt with, and the amount of fake wine sold by the gang was tens of millions of yuan.

　　According to a report by Chongqing Business Daily on February 11th, at the end of January, 2018, Chongqing police moved to Beijing and Chongqing, and cracked a case involving the production and sale of counterfeit well-known brands of liquor, including Maotai. Sixteen people involved in the case were arrested, and three dens for manufacturing and selling fake wine were destroyed, involving more than 10 million yuan.

If the probability that two strangers meet and fall in love in the vast sea of people is very small, how likely are the two stars in the vast universe to meet and merge?

At the just-concluded American Astronomical Society, Larry Molnar, an astronomy professor from Calvin College in the United States, released an exciting news: around March 2022, two low-quality stars in the Milky Way will merge.

As soon as the news was published, it aroused strong public interest. After all, not many humans have the opportunity to witness the merger of two stars in their lifetime.

Where are these two stars? How far is it from us? What force created this shocking collision? How many years will the merger of these two behemoths last? Dinosaurs just witnessed the encounter between a comet and a planet, and they were almost wiped out. Then, five years later, when these two stars finally collided, what wonders will we witness? What impact will this collision have on our home planet Earth?

Let’s explore it in detail and do some homework in advance for this cosmic "encounter".

1800 light years away: long gestation and rapid merger

As you probably know, in our galaxy, there is a constellation Cygnus, and these two merging stars are in Cygnus. They form a star binary system called KIC 9832227, which is about 1800 light years away from us.

As early as January 2015, Professor molnar and others published relevant contents at the American Astronomical Society, and identified KIC 9832227 as a binary system that is likely to be merged.

They analyzed the data of this system from 1999 to 2014, and found that its cycle was continuously decreasing, and the decreasing trend was very similar to that before the outbreak of Scorpio V1309, and there was also a star merger event in Scorpio V1309. In 2015-2016, Professor molnar and others used further observation data to verify their previous inference, and finally confirmed that the system would be merged one day.

However, there are as many as 200 billion to 400 billion stars in the Milky Way, and nearly one third of them are located in binary or multi-star systems. It seems not uncommon for two stars in a binary system to merge.

Is this really the case? This requires us to understand the classification of binary systems first.

We can easily understand the "binary star system", that is, a system consists of two celestial bodies; These two celestial bodies can be ordinary stars or dense celestial bodies with high density, such as neutron stars or black holes.

In astronomy, we can classify binary systems according to many standards, one of which is the distance between two celestial bodies. For a "wide binary", the two celestial bodies are far apart and have little interaction. Two celestial bodies that are close to each other are called "close binaries", and it is possible for them to influence each other or transmit matter. Among the numerous binary systems in the Milky Way, there are only about 40,000 pairs of close binary stars, which can be said to be very rare.

Some close binary stars are too "intimate" and even come into contact, so we call them "contact binary". In an extreme case, the passing binary stars are so "close" that the two celestial bodies share the same external gas envelope. Generally speaking, it takes millions or billions of years for them to reach the stage of sharing the cladding, and once they enter the stage of sharing the cladding, the two stars will merge quickly, taking only a few months or years. Compared with the long years before sharing the envelope, the process of merger is like a blink of an eye, which is like a couple who have been in love for a marathon and then got married quickly after proposing marriage.

The binary star system KIC 9832227 mentioned above is in the final stage of shared cladding. According to the existing theoretical estimation, the two stars will merge in about five years.

The merger of binary stars will bring us a bright new star.

According to the current spectral data analysis, the mass of the two stars to be merged does not exceed 0.4 solar mass, which belongs to the category of the least mass stars we know. They look red, and the surface temperature is about two or three thousand degrees Celsius. Judging from the current observation, the two stars have not merged, and their apparent brightness is about 12 magnitude, which has completely exceeded the lowest limit that human eyes can see (6 magnitude), so we can only observe with the help of telescopes. (Magnitude is a unit used to measure the brightness of celestial bodies. The higher the brightness of stars, the lower the magnitude value; Sirius, the brightest star we see at night, is about 0 magnitude. )

The whole process of merging these two stars will last for several weeks, which is like a flash compared with their life span of 10 billion years. In this "instant", their brightness will rapidly increase by 100,000 times, and the apparent brightness can reach about 2 stars. It will look as bright as Polaris, second only to the three brightest stars we see in the northern sky: Sirius (-1 magnitude), Vega (0 magnitude) and Antares (1 magnitude).

The result of this binary merger is that there is a new bright star in our night sky for the time being, and its color is still red, so we call it "red star". This new star will exist for at least 10 billion years, so why do we say that there is a new bright star "temporarily"? Because it will only be bright for a few weeks, and then it will fade away and hide in the darkness beyond our naked eyes in the vast universe.

The gravitational wave generated by the merger of two black holes in 2015 attracted the attention of the whole world. So, will the merger of these two stars also generate gravitational waves five years later?

The answer is yes. The merger of binary stars will also release gravitational waves with a certain energy, but it is very small and almost negligible. Almost all the energy is concentrated in the electromagnetic wave, so we can only rely on traditional telescopes for observation. The gravitational wave observatory (LIGO) in the United States should not be able to detect this merger.

The merger of binary stars has brought us a bright new star. Will it also bring some dangers?

If we want to predict the impact of this event on life on earth, we need to know how much energy is released during the merger process and whether it will have any impact on the earth’s atmosphere.

There is no doubt that the merger of two celestial bodies will produce explosions and release a lot of energy at the same time, but the amount of energy released depends on the density of the merged celestial bodies. For example, the merger of two neutron stars will produce a so-called gamma-ray burst, which will release a thousand times the energy of a supernova in about 1-2 seconds and produce extremely strong gamma rays-astronomers have discussed the impact of such bursts on the earth-if such celestial bodies erupt at us not too far away in or outside the Milky Way, life on earth will be doomed.

However, we don’t have to worry that the merger of these two small stars will have any impact on life on earth. Compared with the merger of other dense celestial bodies, the energy released by the merger of these two stars is very small, even less than the energy generated by some normal stars, not to mention the energy generated by them is mainly in the optical band. We’d better watch the beautiful red star with peace of mind.

Theoretically speaking, astronomers always believe that the merger of low-mass binary stars is one of the cradles for the birth of slightly larger stars. However, the real observation has only made some progress in recent decades, which is attributed to the development of some large-scale astronomical survey projects and the improvement of computer processing power. In the past decades, astronomers have observed similar explosions many times, such as M31 RV in the Large Magellanic Cloud in 1988, V4332 in Sagittarius in the Milky Way in 1994, and V838 system in Unicorn in 2002-these explosions may represent merger events, but we are not completely sure.

It was not until 2006 that humans really confirmed a binary merger. The supernova search project of the Lick Observatory found the explosion of M85 OT2006-1 in the M85 galaxy 60 million light years away from the Earth. Astronomers from the University of California, Berkeley and California Institute of Technology made a detailed analysis, and found that the explosion originated from the merger of two low-mass binary stars, which was different from other known nova explosions. However, due to the lack of monitoring information before the outbreak, we are very lack of understanding of the binary system before the merger. In this year, according to the observations, astronomers gave a name to the new star formed by the merger of binary stars: "luminous red novae".

The key to really help astronomers solve the mystery of "Red Nova" is hidden in Scorpio V1309. This system was first discovered by astronomy enthusiasts in China and Japan, and then they submitted the relevant information to the astronomical variable source monitoring organization of the International Astronomical Union. However, the detailed data of Scorpio V1309 comes from an optical gravitational lensing experiment (abbreviated as OGLE；; Optical gravity lens experiment). The project was officially started by astronomers of Warsaw University in Poland in 2001. The original intention was to monitor a large area of the sky, hoping to find celestial sources with changing brightness and discover the phenomenon of gravitational lens, so as to test some celestial bodies, such as black holes, which were originally thought to constitute dark matter. The location of Scorpio V1309 is just within the monitoring sky area of OGLE, so astronomers have obtained a large number of long-term observation data before and after the outbreak. Subsequent data analysis not only confirmed that this is a "red nova" system (a system after the merger of two stars), but also provided us with more important information, that is, how this binary system evolved with time before the merger.

It is on the basis of observation data and modeling before the merger of Scorpio V1309 system that Professor molnar and others judged the system evolution of KIC 9832227, and predicted that the "close contact" between the two stars and the final merger would take place between September 2021 and September 2022.

　　I. General requirements

　　(A) the guiding ideology

　　(II) Objectives and tasks

Through policy creation, integration and convergence, we will help the elderly and their families with financial difficulties, disability and advanced age to improve their consumption and payment ability, promote the enjoyment of professional, professional and diversified care services, and effectively reduce the burden of home-based care.

Guided by the demand and effective supply of the elderly, we will give play to the guidance and demonstration effect of financial funds, adjust and change the way of government service supply, further establish and improve the subsidy system for old-age services that is tilted towards the economically disadvantaged, disabled and elderly, and deepen the construction of the old-age service system in this city.

　　4. Better reflect the concept of fair and sustainable development. Strengthen the structural reform of the supply side of old-age care services, promote the docking of professional service supply and realistic and effective demand, provide stable guarantee through the scientific subsidy system for old-age care services, realize the fairness and efficiency balance of public financial investment, and make subsidies more targeted and effective.

　　5. Promote the equalization of basic old-age public services. We will build a subsidy system for the elderly with wide coverage, rich connotation and close connection, effectively connect with the living allowance for the disabled with difficulties and the nursing allowance system for the severely disabled, and smoothly connect with the long-term care insurance system that is being piloted, so as to promote the continuous improvement of the security level of the old-age service and promote the equalization of basic old-age services.

　　Second, the scope, object and standard of subsidies

　　Subsidies for old-age care services for the elderly are paid to the elderly who have registered in this city and meet the corresponding conditions, including subsidies for old-age care for the elderly with difficulties, subsidies for nursing for the disabled elderly, and subsidies for the elderly.

　　The specific subsidy targets, scope of use and standards are as follows:

　　(1) Subsidies for old-age care services for the needy elderly. It is distributed to elderly people with difficulties such as low-income and family planning families, and is used for daily care and other living service subsidies.

　　1. The elderly who enjoy the subsistence allowance (including those who receive subsidies for the living difficulties of urban residents in Beijing, the same below) are entitled to 300 yuan per person per month.

　　2 low-income families do not enjoy the treatment of the elderly, the subsidy standard is 200 yuan per person per month.

　　3. For the elderly who belong to the family planning special families in this city and do not meet the conditions in the preceding paragraph 1.2, the subsidy standard is 100 yuan per person per month.

　　(2) Nursing subsidies for the disabled elderly. It is paid to the elderly who are severely disabled or have corresponding disability certificates for long-term care subsidies caused by lack of self-care ability, including but not limited to purchasing care services such as care support, care services and nursing services. The pilot area of long-term care insurance should do a good job in coordinating the nursing subsidy for the disabled elderly and the long-term care insurance service mechanism, so that professional nursing services can better benefit the disabled elderly and their families. All districts should speed up the improvement of the old-age service system, debit the nursing subsidies to the accounts of the elderly, use the service payment method to care for the consumption within the service scope, and allow it to be used for the purchase of nursing supplies and other consumption expenses, so as to ensure that the service needs of the elderly with multiple personalities, convenient payment and professional care can be effectively met. In principle, the accounts do not support cash withdrawal, irregular clearing, and no limited regional consumption within the administrative area of Beijing, and the exceptions in the implementation will be notified separately.

　　1. The elderly who are severely disabled by comprehensive assessment of their abilities, the elderly with visual, physical, intellectual and mental disabilities with disability grade I, and the elderly with multiple disabilities with intellectual and mental disabilities with disability grade II, the subsidy standard is 600 yuan per person per month.

　　2. For the elderly with visual and physical disabilities with disability grade II, and the elderly with intellectual and mental disabilities with disability grade II and III, the subsidy standard is 400 yuan per person per month.

　　3. The subsidy standard for the elderly with hearing and speech disabilities with disability grade I and II is 200 yuan per person per month.

　　(3) allowance for the elderly. It is distributed to the elderly aged 80 and above for the consumption of old-age services, especially life care and nursing services.

　　1.80 to 89 years old, the allowance standard is 100 yuan per person per month;

　　2.90 to 99 years old, the allowance standard is 500 yuan per person per month;

　　3.100 years old and above, the allowance standard is 800 yuan per person per month.

　　Third, policy convergence

　　1. Eligible elderly people can apply for pension service subsidies for the elderly with difficulties, nursing subsidies for the disabled elderly and allowances for the elderly.

　　2. After the implementation of these measures, the subsidy system for the disabled at home for the severely disabled aged 60 to 79, the subsidy system for the elderly aged 80 and above, the old-age allowance system for the elderly aged 90 and above, and the subsidized medical care system for the elderly aged 95 and above in this city will cease to be implemented.

　　3. The old-age service subsidies and nursing subsidies for the disabled elderly stipulated in the present Measures and the living subsidies and nursing subsidies stipulated in the Measures for the Implementation of Living Subsidies for the Disabled and Nursing Subsidies for the Severe Disabled in Beijing are not enjoyed repeatedly, and eligible elderly people can apply for one of them independently.

　　4. Older people who meet the conditions of pension service subsidies for the elderly with difficulties and nursing subsidies for disabled elderly people, as well as welfare life subsidies (allowances) and nursing subsidies (allowances) such as disability and retirement on business can choose to apply for one of the service subsidies, living subsidies (allowances) and nursing subsidies (allowances).

　　5. The elderly who enjoy the nursing subsidy for the disabled and the nursing fee for the educated youth who are disabled on duty do not enjoy the nursing subsidy for the disabled elderly, but can enjoy the subsidy for the aged care service for the elderly with difficulties. The elderly who enjoy the "Implementation Measures of Beijing Municipality on Subsidies for Social Welfare Institutions for Difficult Family Service Clients" do not enjoy the nursing subsidies for the disabled elderly. Those who meet the conditions may apply for subsidies for the elderly with difficulties.

　　6. The elderly who receive work-related injury insurance and living care fees and are included in the support guarantee for the destitute do not enjoy the subsidy for the aged care service for the elderly with difficulties and the nursing subsidy for the disabled elderly.

　　7 the provisions of this approach for the elderly pension service subsidies are not included in the urban and rural minimum living security family income.

　　8. Relevant policies such as home care service and capacity assessment that have been formulated and implemented in each district, as well as the districts that have introduced the pilot scheme of long-term care insurance, shall be properly connected, gradually integrated and implemented as a whole according to the provisions of these Measures.

　　9. The assessment mechanism and criteria for disability of the elderly involved in these Measures shall be implemented in accordance with the Implementation Measures for Comprehensive Assessment of the Ability of the Elderly in Beijing (Trial) (J.M.G.F. [2019] No.42).

　　Iv. application procedures

　　Adhere to the "efficiency orientation", promote the reform of service methods and optimize the service environment, so that data can run more and people can run less errands, "run at most once" and "only enter one door".

　　(1) The elderly who meet the application conditions or their entrusted agents or guardians apply voluntarily. Applicants can log on to the Beijing Municipal Affairs Service Network, the official website of Beijing Civil Affairs Bureau or WeChat WeChat official account through smart phones, computers and other devices, enter their names and ID numbers and fill in the application; You can apply at the nearest service window of any street (township) in this city by presenting the original identity card or residence booklet; You can collect and fill in the Application Form for Allowance for Old-age Services in Beijing in the community (village) or street (township), and then submit it to the street (township) where the household registration is located for social assistance or the "one-door acceptance" window.

　　For the convenience of applicants, for those who have not applied before October 25, 2019, the Beijing Social Welfare Integrated Management Platform (hereinafter referred to as the "Integrated Management Platform") will push the notice of granting subsidies for old-age services through the mobile phone numbers reserved by the elderly, and after confirming the reply, the integrated management platform will directly generate and distribute subsidies to the bank accounts held by the elderly.

　　(two) the elderly who apply for disability care subsidies need to conduct a comprehensive assessment of the ability of the elderly. Among them, the elderly who are rated as severely disabled, the comprehensive management platform automatically generates and issues nursing subsidies.

　　(3) All districts will comprehensively promote the whole process of online handling through the comprehensive management platform, and the whole city will dock the national unified information management system for aged care services through the comprehensive management platform. The basic information and electronic certificates of the elderly with minimum living allowance, low income, disability and family planning special families and those who have applied for and received comprehensive assessment of their abilities will be authenticated through the sharing of government information systems such as the comprehensive management platform, simplifying the acceptance and approval procedures and promoting paperless office. Support qualified areas to establish paperless application and follow-up audit procedures, and the materials to be handled shall be subject to online electronic files. The city’s application information is automatically assigned to the application window of the street (township) where the applicant’s household registration is located by the comprehensive management platform. The detailed policy implementation measures in each district should be disclosed to the public in a timely manner and let the elderly and their families know.

　　(four) if the application conditions of the elderly who have enjoyed the old-age service subsidy change, the comprehensive management platform will automatically generate a new subsidy, or the applicant will re-apply.

　　V. Audit

　　(a) the streets (towns) to accept applications through the comprehensive management platform, or on-site confirmation of the application materials, the information will be collected into the Beijing old-age care service subsidy management system of the comprehensive management platform; In principle, the department in charge of civil affairs will be transferred to the street (township) on the day of receiving, and it will be transferred from the system to the District Civil Affairs Bureau after preliminary examination. Before the 20th of each month, all the streets (towns) will submit the data of people who have objections to the District Civil Affairs Bureau.

　　(two) the District Civil Affairs Bureau shall make an examination and approval opinion before the 25th of each month. If the examination and approval is unqualified, put forward opinions and inform the parties in writing through the street (township) acceptance window, explain the reasons, relief channels and time limit, and file the application materials electronically and keep them properly; Those who pass the examination and approval shall be reported to the District Finance Bureau for disbursement of funds.

　　VI. Distribution

　　Subsidies and allowances for old-age care services for the elderly are paid on a monthly basis. Those who pass the examination and approval will be paid in the month when they submit their applications, and subsidies and allowances will be paid next month before the end of each month.

　　Since the date of implementation, if the application is delayed for more than half a year due to the applicant himself or other reasons, it will be counted from the month when the application is submitted. If the application time is delayed within 6 months, it shall be counted and distributed from the eligible month after the application is submitted according to regulations.

　　All departments use the comprehensive management platform to complete business processes such as application acceptance and treatment approval. After capital accounting, they will transfer money to financial institutions through the civil administration funds unified supervision information platform and deposit it in the bank card financial account confirmed by the applicant at the time of application.

　　When applying, the applicant can use one of the existing "Beijing Tong-Pension Card for the Disabled", "Beijing Tong-Civil Affairs Card", "Beijing Tong-Disabled Service Card", special family support card for the elderly, "Beijing Tong-Third Generation Social Security Card" and military security card as an account for the payment of pension service subsidies.

　　Among them, the old-age allowance for the elderly aged 80-89 years old who hold the "Beijing Tong-Pension Card for the Disabled" as the payment account shall be implemented according to the original payment method and channel of home-based care service subsidies, and the nursing allowance shall not be withdrawn.

　　VII. Review

　　(a) the review of the old-age service subsidies for the elderly shall be regularly reviewed by the District Civil Affairs Bureau through the comprehensive management platform, at least once every quarter; Or by individuals to declare their own review.

　　(II) Under any of the following circumstances, each street (township) or district civil affairs bureau will directly implement it from the next month when the subsidy conditions change according to the automatic early warning information of the comprehensive management platform, or after checking with the applicant/guardian, without the need for the applicant to provide materials:

　　1. The disability category and disability level of the elderly have changed;

　　2. The economic or family situation has changed, which does not meet the conditions for the elderly in special families with subsistence allowances, low income and family planning;

　　3. The household registration moves out of this city;

　　4. Dead or declared missing by the people’s court;

　　5. Those who violate the law and commit crimes and are executing the imprisonment penalty;

　　6. Those who fail to pass the review.

　　If the subsidy fund is increased, decreased or stopped due to the change of the applicant’s personal situation, the comprehensive management platform will actively send information to the applicant to ensure the applicant’s right to know.

　　Eight, household registration migration

　　The transfer-out place will stop issuing subsidies for the elderly pension service from the month after the transfer formalities, and the transfer-in place will be issued from the month when the transfer-out place stops issuing (the integrated management platform will automatically push the transfer information to the applicant’s reserved mobile phone).

　　IX. Financial Guarantee

　　(a) the funds needed for the old-age service subsidies shall be included in the annual district-level budget arrangement by the financial burden of the district where the old-age household registration is located, and can actively attract social charity, donation funds and other support.

　　(II) In order to alleviate the pressure of raising financial funds in each district, the Municipal Finance Bureau will give the municipal fixed special transfer payment support on an annual basis according to the data of the elderly population in each district released by the Municipal Bureau of Statistics, the Municipal Health and Health Commission and the Municipal Disabled Persons’ Federation in the previous year, in which the nursing allowance for the disabled elderly is 100 yuan per person per month, the old age allowance is 100 yuan, who is 80-89 years old, 200 yuan, who is 90-99 years old, and 300 yuan, who is over 100 years old. It is managed and used in accordance with the Notice of the Municipal Finance Bureau, the Civil Affairs Bureau, the Municipal Human Resources and Social Security Bureau, and the Municipal Disabled Persons’ Federation on Printing and Distributing the Administrative Measures for Special Transfer Payment Funds for Social Security and Employment in Beijing (J.C.S. [2018] No.323).

　　(three) the city-wide standard and the city-to-district subsidy standard for the elderly pension service subsidies will be adjusted by the Civil Affairs Bureau in conjunction with relevant departments in a timely manner according to the changes in the economic and social development of this Municipality and the income level of residents.

　　X. Management and Supervision

　　(1) The Civil Affairs Bureau is responsible for establishing a unified working system and management information system for the elderly pension service subsidies, service management and disability assessment in the city, guiding all districts to carry out subsidies, organizing services and other related work, and taking the lead in promoting the working mechanism of interconnection and sharing of relevant information among government departments. The Municipal Finance Bureau is responsible for guiding all districts to do a good job in the budget and guarantee of subsidies for the elderly pension services. The Municipal Human Resources and Social Security Bureau is responsible for guiding the street (township) social security offices in the relevant areas to do a good job in accepting and transferring applications. The Municipal Health and Wellness Commission is responsible for the information services related to the elderly in family planning special families, as well as the maintenance and protection of the rights and interests of the elderly. The Municipal Bureau of Veterans Affairs is responsible for coordinating and coordinating the implementation of the relevant living security benefits for retired soldiers. The Municipal Medical Insurance Bureau is responsible for the pilot guidance and convergence of the long-term care insurance system. City Disabled Persons’ Federation is responsible for the examination, issuance, management and protection of the rights and interests of the disabled for the elderly to apply for disability certificates.

The civil affairs bureaus of all districts jointly deploy and implement the propaganda work in this district with relevant departments, and earnestly do a good job in policy notification; All streets (towns and villages) should adopt flexible and diverse forms to publicize and interpret the subsidy system for old-age care services, so that the elderly and their families can fully understand the policy content, application process and implementation norms.

　　(three) the elderly pension service subsidies agencies should adhere to the principles of openness, fairness and impartiality, and strictly examine and handle them; Civil affairs departments at all levels shall manage and monitor the implementation of the subsidy system; Relevant departments and institutions should take the initiative to accept the inspection and social supervision of the financial and auditing departments.

　　(4) If it is verified that there is graft or false report, false claim, false claim, interception, misappropriation, fraud or spamming of subsidy funds, the District Civil Affairs Bureau shall immediately carry out investigation, collect evidence, interview the parties concerned, and order them to return the subsidies that were wrongly claimed or falsely claimed. If the amount is large and suspected of committing a crime, it shall be transferred to judicial organs for handling according to law, and the administrative and legal responsibilities of the relevant personnel shall be investigated, and all the subsidy funds for "illegal income" shall be recovered.

　　(5) Civil affairs, finance and other departments at all levels and their staff who distribute funds in violation of regulations, or distribute and distribute funds to unqualified units (or individuals), abuse their powers, neglect their duties, engage in malpractices for selfish ends in the whole process of the allocation, review, disbursement, use and supervision of funds for the elderly pension service subsidies shall be punished in accordance with the Budget Law, the Civil Service Law, the Supervision Law and the Financial Violations. 　　XI. Supplementary Provisions
